If you work in HR or learning and development in Dublin and want a recognised credential, CIPD Ireland HR qualifications are one of the first options you will come across. The Chartered Institute of Personnel and Development (CIPD) runs a ladder of qualifications and a matching ladder of membership grades, and the two are linked. This guide walks through that structure using CIPD's own public pages, and flags clearly where those pages are silent or dated. For background on the organisation itself, see our explainer on what the CIPD is and how it works; this article concentrates on the pathways.

A note on dates: the CIPD qualification and membership pages we read show 2022 and 2023 modification dates in their page information, while their footers carry a 2026 copyright notice. That does not prove the content is out of date, but it does mean you should confirm details with CIPD or a CIPD centre before you commit time or money. We have not included fees, durations or salary figures.

The three qualification levels

CIPD's "find the qualification right for you" page (page information shows it was last modified on 19 December 2022) describes three tiers of CIPD qualification:

  • Foundation Certificate (Level 3): described as perfect for HR and learning and development beginners starting their career. It leads to CIPD Foundation membership.
  • Associate Diploma (Level 5), in either People Management or Organisational Learning and Development: described as perfect for HR and L&D professionals keen to develop their skills further. It leads to Associate membership.
  • Advanced Diploma (Level 7), in either Strategic People Management or Strategic Learning and Development: described as for professionals wanting to progress to strategic and leadership roles. The page links it to Associate membership, with the potential to upgrade to Chartered Member or Chartered Fellow.

The page states these levels as RQF levels (England and Northern Ireland) and CQFW levels (Wales). It does not say how they map onto Ireland's National Framework of Qualifications, so we cannot tell you that equivalence. If an Irish employer or funder asks for a particular NFQ level, ask CIPD or your study centre.

CIPD's "routes to membership" page (page information shows it was last modified on 20 December 2022) says that completing a CIPD qualification can lead to different levels of membership depending on the level you are studying. It maps the Level 3 Foundation Certificate to Foundation membership and the Level 5 Associate Diploma to Associate membership. It says CIPD qualifications will help you on your path to Chartered status, but it does not map a particular qualification to the Chartered grades.

The grades the page names are:

  • Affiliate membership, for people not yet ready for full professional membership;
  • Student membership, available to apprentices;
  • Foundation Member and Associate Member, tied to the qualifications above;
  • Chartered Member (MCIPD) and Chartered Fellow (FCIPD), described as the top badges of expertise in the people profession.

The experience route

You do not have to study for a qualification to join at a professional grade. The same page describes an Experience Assessment route for experienced people professionals who can show they meet the membership standards without taking a qualification. It combines a written submission with a professional discussion with an assessor.

The CIPD membership standards page (modification date 4 January 2023) explains that the membership grades are aligned with levels in CIPD's Profession Map. It says the standards contain the core knowledge and core behaviours that members must demonstrate to join the Associate Member, Chartered Member or Chartered Fellow grade, and that assessment is based on those standards. The downloadable versions of the standards have file names that include "october-2024". Our suggestion: if you have years of HR practice behind you, read the standards before deciding between study and assessment, because they tell you what evidence you would need to show.

Studying in or near Dublin

CIPD's qualifications are delivered through study centres rather than directly. The CIPD FAQ page (last modified 18 January 2023) refers to "study centres" and "accredited programme providers" and says it is up to those providers how they assess core knowledge and behaviours. It adds that the newer qualifications have no compulsory unseen exams, though some centres may still include exams, so students should check with their centre. The FAQ page does not mention Ireland.

The CIPD centre-finder page we opened shows different qualification types: CIPD-awarded qualifications at Foundation, Associate and Advanced levels, university programmes accredited by CIPD, and tailored programmes designed for experienced people professionals. Among the results it showed for an Ireland search was a centre named DMS Ireland (Dublin), listed as blended delivery with a tailored programme, but the page did not show an Ireland filter or addresses, and it carried no date. Treat the centre finder as a starting point only, and confirm location, delivery mode and current offerings with each centre directly. This guide does not cover any Ireland-specific CIPD pages, so check CIPD's own site for anything particular to Irish learners.

Choosing a level: a practical approach

These are our suggestions, not CIPD rules:

  • New to HR: the page's own wording points beginners to the Foundation Certificate.
  • Working in an operational HR or L&D role: the Associate Diploma is described as aimed at that group.
  • Heading to a strategic or leadership role: the Advanced Diploma is the one described for that, and it is the one linked to a later Chartered upgrade.
  • Experienced, with no formal qualification: compare the membership standards with your record and consider the Experience Assessment route.
  • Not sure: apply the checklist in our guide to choosing and checking a professional training provider in Dublin to whichever centre you are considering.

What employers can do

If you manage an HR team in Dublin, you do not need to make CIPD membership a condition of every role. Our suggestion is to decide which roles genuinely benefit from a recognised credential, record that decision, and keep it consistent across similar roles. If you support staff through study, agree in writing in advance what time off and cost support looks like.

Frequently asked questions

What are the CIPD qualification levels?

CIPD's page describes a Foundation Certificate (Level 3), Associate Diplomas (Level 5) and Advanced Diplomas (Level 7), with the levels stated on the English, Northern Irish and Welsh frameworks.

Which membership grade does each qualification give?

According to CIPD's routes page, Foundation Certificate leads to Foundation membership and the Associate Diploma leads to Associate membership. The qualifications page links the Advanced Diploma to Associate membership with a potential upgrade to Chartered Member or Chartered Fellow.

Can I become a member without a qualification?

CIPD's routes page describes an Experience Assessment route for experienced people professionals who can show they meet the membership standards, using a written submission and a professional discussion.

Is the CIPD qualification recognised on Ireland's framework?

The pages we read do not say. They give RQF and CQFW levels only. Ask CIPD or your study centre if you need an Irish framework level.

Always check the current CIPD pages and your chosen centre before you enrol, since the pages we relied on carry 2022 and 2023 modification dates.
