How to Qualify as a Social Worker: Five Routes, and Why the Apprenticeship Survived the Level 7 Cut

The social work apprenticeship is a Level 6 integrated degree, so the January 2026 Level 7 funding restriction does not close it to career changers. Here are the five qualifying routes in England compared on level, duration, fees and part-time availability, plus the version trap in the apprenticeship standard and the position in Scotland, Wales, Northern Ireland and Ireland.

When the Government restricted Level 7 apprenticeship funding from 1 January 2026 to apprentices aged 16 to 21 at the start of training, a lot of career changers assumed the social work apprenticeship had just closed to them.

It has not. The social work apprenticeship is a Level 6 integrated degree, so the restriction does not touch it. That is the single most useful fact in this topic, and it runs the opposite way to what most people expect — because two of the other fully funded routes into social work, Step Up to Social Work and Approach Social Work, are at Level 7.

What the Level 7 restriction actually says

The Department for Education's apprenticeship funding rules for August 2025 to July 2026, at version 3 published in January 2026, set out the position. From 1 January 2026 a Level 7 standard is funded only where, at the start of apprenticeship training, the apprentice is aged 16 to 21, or aged 22 to 24 with an Education, Health and Care plan from their local authority and/or has been or is in local authority care. Age is taken on the learning start date. Starts that do not meet the test are ineligible for funding. Anyone who started before 1 January 2026 remains funded to completion.

It applies to apprenticeships. Step Up to Social Work and Approach Social Work sit at Level 7 but are DfE grant-funded programmes rather than apprenticeships, so the apprenticeship funding rules do not bite on them either. The practical effect is that the age restriction, despite looking like a wall across postgraduate entry to the profession, does not currently close any of the main routes into social work. Our guide to Level 7 apprenticeships covers the restriction and who it does affect.

The five routes, and what each one costs you

The Department for Education publishes the definitive comparison, last updated on 28 November 2025. There are five routes to qualifying as a social worker in England.

RouteLevelDurationTuition feesPart-time
Undergraduate degree in social work63 yearsYesAvailable
Postgraduate qualification in social work72 yearsYesAvailable
Degree apprenticeship in social work63 yearsNoAvailable
Step Up to Social Work714 monthsNoFull-time only
Approach Social Work7Up to 3 yearsNoFull-time only

All five require the right to work and to claim public funds in the UK, an enhanced DBS check, and academic and professional certificates. Step Up and Approach Social Work are specific to child and family social work. The other three also suit adult social work, including mental health.

Read that table as an employer rather than a candidate and the apprenticeship stands out for a different reason: it is the only route with no tuition fees that is also available part-time. Step Up and Approach Social Work are free but full-time only, which rules out anyone who cannot stop earning.

The apprenticeship standard, and the version trap

The standard is ST0510, Social worker, an integrated degree in the Care services route, regulated by Social Work England with external quality assurance by the Office for Students.

Three versions exist and two of them are retired. Version 1.0 ran from 30 November 2018 to 22 January 2023. Version 1.1 ran from 23 January 2023 to 24 March 2026. Version 2.0, with the occupational standard and assessment plan revised, has an earliest start date of 25 March 2026 and no latest start date set. Version 2.0 is the current version for new starts, and both earlier versions carry a retirement banner.

This matters practically because funding figures differ between versions. The retired version 1.0 page shows a maximum of 23,000 pounds; the retired version 1.1 page and the Department for Education's live find apprenticeship training service both show 24,000 pounds. The live service, checked on 2 November 2026, gives Level 6, a typical duration of 36 months, maximum funding of 24,000 pounds, and 37 training providers. If a provider quotes you a bare "ST0510" without a version, ask which one.

A note on the legacy site: the former Institute for Apprenticeships domain still shows ST0510 as retired with no pointer to version 2.0. The current source is Skills England.

Approach Social Work, in detail

This is the route most people have not heard of and the one with the most unusual money, so it is worth setting out properly. It is delivered by Frontline and accredited by Lancaster University.

Year one is a postgraduate diploma at Level 7 over 14 months, followed by Social Work England registration, then an assessed and supported year in employment, then a master's in year three. There are no tuition fees. Year one carries a tax-free bursary of 18,000 pounds outside London and 20,000 pounds in London. Years two and three are paid by a local authority employer, up to 34,000 pounds depending on location.

Entry requires an honours degree at 2:2 or above or an international equivalent, GCSE English Language at grade C or 4 or an approved equivalent, the right to work and study in the UK including access to public funds, residence in England at the start, and that you are not already a qualified social worker.

What Social Work England approves, and what it does not filter

Social Work England's qualifying education and training standards guidance states that the standards apply to all qualifying routes, naming undergraduate and postgraduate courses, full-time and part-time courses, the social work degree apprenticeship, and alternative training routes and courses. Its threshold standard is normally a bachelor's degree with honours.

One practical frustration if you are course-hunting: Social Work England's approved-course search filters by study level and mode — undergraduate, postgraduate, full time, part time, full time accelerated, work-based learning, employment based and flexible — but apprenticeship is not a filter. Apprenticeship provision appears only in course names such as "Degree Apprenticeship" or "Integrated Degree Apprenticeship", so you have to read titles. The search also carries post-qualifying Best Interests Assessor and Approved Mental Health Professional courses alongside qualifying ones.

Registration, renewal and the annual cost

Once qualified, registration is annual and it has a specific CPD requirement that trips people up in their first renewal year. You must record a minimum of two different pieces of CPD per registration year, each on a separate form, and at least one must include a peer reflection. The move from one piece to two, with the peer-reflection requirement, came in for the 2022 to 2023 registration year.

The registration year runs from 1 December to 30 November. Renewal applications open on 1 September and all renewal actions, including recording your CPD, must be done by 11.59pm on 30 November.

The annual renewal fee is 122 pounds for the registration period 1 December 2026 to 30 November 2027, payable in full or by direct debit in two instalments of 61 pounds. Social Work England has published a schedule of increases: the renewal fee rose from 90 pounds to 120 pounds for 2025 to 2026, then rises by 1.85 per cent a year to 2029, giving 122 pounds in 2026 to 2027, 124 pounds in 2027 to 2028 and 127 pounds in 2028 to 2029. Restoration rose from 135 pounds to 180 pounds from 1 December 2025. Our guide to Social Work England CPD requirements goes through what counts as a piece of CPD and how the peer reflection works.

The other three nations, and Ireland

Scotland has an apprenticeship route, and it is new. A Graduate Apprenticeship in Social Work pilot began in November 2025 with 26 apprentices from five employers at the University of the West of Scotland, and was formally launched in January 2026. It was developed by Skills Development Scotland with the Scottish Social Services Council, the Scottish Funding Council and sector partners, and is delivered as a four-year undergraduate degree programme. The Scottish Funding Council is to evaluate it before any national rollout. Registration in Scotland is with the SSSC.

Wales has no apprenticeship route. Social Care Wales approves ten qualifying programmes, all degree or postgraduate diploma: undergraduate provision at Bridgend College, Cardiff Metropolitan, Wrexham, Swansea and the Open University in Wales, and postgraduate provision at Bangor, Cardiff, Swansea and Wrexham plus a Cardiff postgraduate diploma.

Northern Ireland registers with NISCC, where registration is required by law and it is an offence to use the title or hold a social work job role without it. We found no apprenticeship route described. Usefully for anyone moving between nations, degrees from all generic UK social work programmes are recognised across UK regulators under a memorandum of understanding. Applicants from the specialist English programmes — Frontline, Step Up and Think Ahead — may be registered with practice restricted to that specialist area, with a compensation measure to complete within three years.

For the Republic of Ireland, registration and CPD run through CORU on a different basis entirely, which we cover in our guide to CORU CPD requirements for social workers.

Choosing between the routes

If you are already working in a local authority and your employer will support you, the apprenticeship is the strongest option on paper: no fees, Level 6 so the funding restriction does not apply whatever your age, and part-time delivery possible. The constraint is availability, since it depends on an employer offering it and 37 providers delivering it.

If you are changing career from outside the sector and can afford 14 months without a salary, Step Up and Approach Social Work are faster and carry bursaries, but both are child and family specific and both are full-time only.

If you want adult or mental health social work and cannot access an apprenticeship, the postgraduate route at Level 7 is the conventional answer, and you will be paying tuition fees for it.

One thing to confirm before you commit either way: version 2.0 of the apprenticeship standard is recent, and its own page does not readily display its level, mandated qualification or duration. Level 6 is confirmed from the earlier versions and from the Department for Education's live course service, but ask your provider to show you the current version's details rather than relying on a figure quoted from a retired page.
