Safe Pass in Ireland: Who Needs It, How Long It Lasts and How to Renew

Safe Pass is the health and safety awareness card that construction workers in Ireland are required to hold. For employers, contractors and HR teams, the practical questions are who needs one, how long it lasts, how renewal works and what the employer is expected to do. This guide pulls together what SOLAS (the body that runs the programme) and Citizens Information say, and notes where those sources are silent. What Safe Pass is

SOLAS describes Safe Pass as a mandatory one-day health and safety awareness programme. Its stated aim is to raise safety awareness in construction and to make sure site personnel can work on site without putting themselves or others at risk. People who complete it receive a Safe Pass Registration Card. SOLAS cites the Safety, Health and Welfare at Work (Construction) Regulations 2013 as the basis for the requirement, and says the training complies with the Safety, Health and Welfare at Work Act 2005 and the General Application Regulations 2007.

Who needs a Safe Pass card

According to SOLAS, all construction workers in Ireland, including apprentices and trainees, are legally bound to hold a valid card. Citizens Information adds that the requirement covers on-site security workers, and that every contractor, or anyone working on their behalf, must make sure everyone under their direct control on site has completed the training and holds a current card.

In practice, that means the check does not stop at your own employees. If you are a contractor or you manage a site, the sources describe the duty as covering people under your direct control on site.

How long the card lasts

Both sources agree the card is valid for four years. Citizens Information says it lasts four years from the date of the training course. A worker who changes employer can keep the card while it is in date, and once it expires they must do another course.

How renewal works

SOLAS describes two routes to renew. The first is a computer-based test taken at an approved Pearson test centre. The test has 50 multiple-choice questions, lasts 45 minutes, and requires 45 correct answers to pass. SOLAS gives the cost as €93.84, which includes the card fee. Citizens Information says this test route has been available since February 2023 and can be booked online through a SOLAS account.

The second route is the full-day, tutor-led classroom programme. SOLAS does not state a fee for classroom renewal, and says tutors set their own fee, which covers the training and card administration. Neither source gives a figure for the classroom course, so confirm the price with the training provider before you budget.

Lost, damaged or new cards

SOLAS says a lost, stolen or damaged card can be replaced for €32. The card must still be in date, and the replacement keeps the original expiry date. SOLAS says replacements are generally issued within two to three weeks of receiving a complete application and correct payment. For a new card after a course, SOLAS says the card is issued to the tutor about five working days after the tutor uploads the candidate's results, and that errors or queries can cause delays.

What employers must do

Citizens Information sets out these points for employers:

  • make sure employees on construction sites carry a Safe Pass card and are properly trained;
  • generally pay for the one-day course, and allow paid time off for the training under the Safety, Health and Welfare at Work Act 2005; and
  • be aware that an employee generally does not have to refund the course cost if they leave, unless their contract requires repayment of training fees within a set period of service.

What the sources do not say

Neither SOLAS nor Citizens Information states a penalty for employers or workers who breach the requirement. Citizens Information does not say whether a card can be renewed before it expires, or what happens to a worker's eligibility if their card runs out part-way through a job. The Citizens Information page was last edited on 6 March 2023 and the SOLAS page is undated, so check the SOLAS website for the current fee and booking process before you rely on the figures above.

Our suggestions for employers and contractors

These points are our own practical suggestions, not part of the official guidance:

  • Keep a simple register of card expiry dates for everyone on your sites, and set a reminder well ahead of each date so no one arrives on site with a lapsed card.
  • Ask to see the physical card at induction, and record the expiry date rather than assuming it is current.
  • When you book renewals for a group, check whether workers would rather take the computer-based test or the classroom day, and budget for paid time off either way.
