Qatar CPD: A Renewal Condition With No Number

Qatar requires evidence of completed auditing programmes and courses as a condition of renewing registration in the operating auditors record, under Law No. 8 of 2020. It publishes no hours figure and no cycle. The 100-hours-a-month figure in circulation describes the pre-registration traineeship rather than continuing education.

Qatar requires evidence of completed auditing training as a condition of renewing an auditor's registration. It does not say how much.

That combination — a binding obligation with no published quantity — is unusual enough to be worth setting out carefully, because the figures that do circulate about Qatari auditor training are about something else entirely.

Where the obligation sits

The auditing profession in Qatar is governed by Law No. 8 of 2020 on the organisation of the auditing profession, which replaced Law No. 30 of 2004. The registers of auditors are maintained by the Ministry of Commerce and Industry, through its Companies Affairs Department.

The Ministry's own official form for renewing registration in the Operating Auditors (Natural Persons) Record lists the documents required. Among them, item five:

  • Certificates of completed programs and courses in auditing

The rest of the list is administrative: a renewal request on office letterhead, an acknowledgement of no disciplinary sentence relating to integrity, honour or professional ethics, copies of the commercial licence and registration, identification, proof of payment of the renewal fee, and whatever else the department asks for.

So training evidence is a register-renewal condition. Structurally this is the same species of obligation as the one we found in Egypt, where continuing education is an express condition of continued registration in the auditors' register. The difference is that Egypt's regulation states 25 hours a year and 120 over three years. Qatar's form states no number and names no cycle.

The predecessor law had no continuing education provision at all

Worth establishing, because it dates the obligation. Law No. 30 of 2004, which Law 8 of 2020 replaced, contained no continuing professional development article. Its only training provision was the pre-registration traineeship — three years for holders of a bachelor's degree — and its renewal mechanics were purely procedural: applications filed in the three months before expiry, with annual registration-renewal fees.

So the training-certificate requirement on the current renewal form is a feature of the 2020 framework rather than a long-standing rule.

The trap: 100 hours a month is not a CPD figure

This is the single most important thing in this article, because the number is circulating and it is wrong for the purpose.

Qatar's Executive Regulation of the audit profession law was issued as Ministerial Decision No. 56 of 2026. We could not obtain its official text. We identified its existence and number from Qatari press coverage, which we treat as secondary and would not publish a figure from.

That coverage reports training requirements of not less than 100 hours per month, over a period of one to three years depending on qualification, with one supervisor per trainee and quarterly evaluation reports. Read those parameters together and it is clear what they describe: a pre-registration traineeship for people entering the profession, not continuing education for auditors already on the register.

One hundred hours a month is not a continuing-education requirement in any jurisdiction on earth. It is a supervised-training intensity. Anyone quoting it as Qatar's CPD figure has conflated the two, and we are flagging it rather than repeating it.

The securities regulator's register carries no training condition

Qatar has a second relevant register. The Qatar Financial Markets Authority maintains a list of external auditors permitted to audit listed entities, and no person may carry out the external audit of a listed entity otherwise.

Its published regulations index names Law No. 8 of 2020 as the governing instrument and contains no auditor continuing-education rule. So unlike Egypt — where it was precisely the financial regulator that supplied the binding figure — Qatar's capital-market regulator adds no training obligation of its own.

Why we cannot give you a number

We will state plainly what defeated us, because the gap is a retrieval problem rather than evidence of absence.

  • The full text of Law No. 8 of 2020 is not machine-readable anywhere we could reach. The copy hosted by the securities regulator is an image-only scan. Qatar's official legal portal is client-side rendered, so every URL form returns only homepage metadata to an automated reader — a structural blocker, not a bad query.
  • The official text of Ministerial Decision No. 56 of 2026 is not published on any government host we could reach.
  • The Ministry's own Arabic-language guides to the audit profession and to auditor services — the documents most likely to carry an hours figure if one exists — returned host errors on every attempt.

Nine distinct retrieval routes were tried. That is the honest position: the obligation is primary-sourced, and the quantity is not available.

What this means in practice

If you hold a Qatari auditor registration, keep certificates for the auditing programmes and courses you complete, because you will be asked to produce them at renewal. How many is a question for the Ministry, and the Executive Regulation issued in 2026 is where the answer should sit.

Qatar therefore joins a small group of jurisdictions where the sensible answer to "how many hours?" is not a number. Switzerland is the other case we have documented, though it works differently: there the federal regulator deliberately sets no figure and defers to professional associations that do. Qatar's regulator asks for evidence of training without stating a threshold, which is a less settled position.

For how the same question is answered where a figure does exist, see our write-ups of Jordan and the origins of the figures themselves in where accountant CPD requirements come from. On keeping evidence that will stand up when a regulator asks for it without specifying a format, our CPD record examples assume you keep more than the minimum.

The Ministry publishes its auditor registration and renewal forms at moci.gov.qa.

In short

Certificates of completed auditing programmes and courses are a required document for renewing registration in Qatar's operating auditors' record, under the framework of Law No. 8 of 2020. No hours figure and no cycle is published in any source we could reach, and the 100-hours-a-month figure in circulation describes the pre-registration traineeship, not continuing education.

Kuwait CPD: Mandatory, Enforced, Unquantified

Kuwait requires every practising auditor to enrol in a Ministry-approved continuing education programme and follow an approved training plan, with an annual published compliance report and action against non-compliers. The governing instruments are Law No. 103 of 2019 and Ministerial Resolution No. 159 of 2023 - the 1981 decree law still cited internationally has been superseded.

Can You Carry CPD Hours Forward? It Depends Where You Are

Carry-forward comes in four shapes across CPD regimes: surplus carried forward within a cap as in Spain, surplus expressly forfeited as in Poland and Switzerland, shortfall carried forward to increase next year as in Czechia, and regimes where the question does not arise because there is no annual minimum at all.

Do Webinars and E-Learning Count as CPD? It Depends on Proof

Whether a webinar counts as CPD is almost never about the content and almost always about whether participation can be proven. Germany counts e-learning only if duration is evidenced, Spain requires attendance control for the full duration, and Switzerland additionally requires a personalised verifiable learning check.
