Philippine Self-Directed CPD Caps Differ by Profession

The 30% self-directed learning cap is not universal. The CPD Council of Medicine sets a 30% ceiling with a three-unit limit per activity, while nursing is given an absolute 10 credit units a year rather than a proportion.

The figure everyone quotes for self-directed CPD in the Philippines is 30%. It is not a universal cap. The Professional Regulation Commission sets it by profession, and for nurses it is not a percentage at all — it is an absolute annual number. Getting this wrong means either wasting effort or submitting units that will not be credited.

The general position

PRC's own CPD FAQs state the headline constraint plainly: "Only a maximum of 30% SDL CPD Units (Non-formal activities)". That is the figure in general circulation, and it is published in PRC's CPD FAQs.

Self-directed learning is the category covering activities you undertake outside a formal accredited programme — private study, professional work experience, informal learning. It is credited, but it is bounded.

Medicine: a named instrument with itemised caps

For doctors the position is the best documented, because the CPD Council of Medicine issued its own guidelines. Resolution No. 01, Series of 2021 — "Guidelines on the Evaluation and Granting of CPD Credit Units to Activities Under Informal Learning and Professional Work Experience", issued at Pasay City on 23 July 2021 — sets both an overall cap and per-activity limits.

The overall cap is 30% of the "Required CPD Credit Units for the renewal cycle". Within that, the per-activity ceilings are specific:

  • Private study — reading and applying ideas: maximum 3 units per activity
  • Caring for a sick, challenged or special-needs person outside a hospital setting: maximum 3 units per activity
  • Applying management or leadership principles to a group project: maximum 3 units per activity
  • Participation in the COVID-19 vaccination programme: 5 units per month

Three units per activity is the number to internalise. It means self-directed learning cannot be satisfied by one large undertaking; it has to be assembled from several distinct activities, each separately evidenced. The resolution is published as a PRC document.

Nursing: an absolute annual figure, not a percentage

This is the divergence that matters most, because nursing is the largest registrant group and the rule is a different shape.

PRC's FAQ gives nursing a self-directed allowance of 10 credit units per year — an absolute annual figure rather than a proportion of the requirement. A nurse who calculates 30% of their annual requirement and plans self-directed activity against it is working to the wrong rule.

The practical difference is not trivial. A percentage cap moves when the requirement moves; an absolute cap does not. If the underlying unit requirement changes, the nursing self-directed allowance stays where it is.

Why we are not giving you figures for every profession

PRC's FAQs do publish profession-by-profession allowances covering dentistry, pharmacy, accountancy and others. We are deliberately not reproducing them, and the reason is methodological rather than cautious.

Those figures appear in FAQ editions that sit against different underlying unit requirements. The earlier edition was written when the baseline requirement was considerably higher than the figure in current circulation. A cap expressed as an absolute number of units against a high baseline does not simply carry over when the baseline falls, and a cap expressed as a percentage behaves differently again.

Critically, none of the FAQ tables names the resolution that imposes the figure. Without the instrument, we cannot tell which edition governs. So we are publishing the two we can tie to a dated, named instrument or to an unambiguous annual statement, and pointing you at your own Professional Regulatory Board for the rest.

If you practise in dentistry, pharmacy or accountancy, ask your Board for the current self-directed allowance and the resolution number behind it. That is a short email and it is worth more than any secondary table, including one we might have published.

One change that affects how units can be earned at all

Worth knowing alongside the caps: PRC's revised accreditation guidelines of 2025 repealed the Video-on-Demand provisions, so pre-recorded content is no longer accepted for programme accreditation. Online delivery remains available, but synchronously rather than as a recorded library.

That reshapes the practical mix. Where a professional might previously have combined recorded content with self-directed study, the recorded route has closed and the self-directed route is capped. The remaining volume has to come from accredited live or online programmes.

What to do with this

Four steps. Identify whether your Board expresses the self-directed cap as a percentage or an absolute annual figure — they are not interchangeable. If you are a doctor, plan several small distinct activities rather than one large one, because of the three-unit-per-activity ceiling. Keep the evidence per activity, since each is assessed separately. And do not rely on a cross-profession figure, including the 30% one, without checking it against your own Board.

The headline requirements for Philippine nurses and doctors, and the mandatory basis for them in RA 10912, are in our guide to Philippine CPD units and PRC requirements. Philippine lawyers sit under an entirely separate Supreme Court regime, covered in Philippine MCLE compliance. For the general vocabulary of hours, points and units across regimes, see CPD hours requirements.

This article quotes PRC documents as published and declines to restate figures whose governing instrument we could not identify. Verify with your Professional Regulatory Board before relying on any allowance.
