Michigan Nursing CE: Implicit Bias Is Counted Per Licence Year

Twenty-five hours every two years, two hours of pain and pain symptom management, and implicit bias training counted per licence year with no carry-forward. Plus two different retention periods and no common renewal date.

Michigan requires 25 hours of continuing education per two-year cycle. Two of its mandated subjects are counted in a way that catches people out, and the rules governing them do not live where a nurse would look for them.

Implicit bias is counted per licence year, not per cycle

Michigan requires one hour of implicit bias training per licence year. Over a two-year renewal cycle that is two hours — but the unit is the year, not the cycle, and there is no carry-forward.

That distinction has a direct practical consequence. A nurse who completes two hours of implicit bias training in a single sitting has satisfied one licence year and not the other. The hours cannot be banked. Two separate completions in two separate licence years is what the rule requires.

There is also a pre-licensure element: two hours of implicit bias training within the five years before initial licensure.

The rule sits in R 338.7004, which is part of the Department of Licensing and Regulatory Affairs' framework under the Public Health Code and applies across licensed professions. It is not a nursing board rule, which is why nurses reading nursing-specific guidance frequently miss how the counting works. Illinois has the same structural trap for a different reason — its mandates sit in the licensing statute rather than the Nurse Practice Act, as we set out in Illinois nursing CE renewal requirements.

Pain and pain symptom management: two hours every period

The nursing board does impose its own subject requirement: two hours of pain and pain symptom management in every renewal period. This one is a straightforward per-cycle obligation.

Michigan also requires human trafficking training, once, under R 338.10105. One-time means one-time — it does not recur, and a nurse who completed it in a previous cycle does not need it again.

Two different retention periods

Michigan asks for records to be kept for different lengths of time depending on what they evidence:

  • General nursing continuing education: four years
  • Implicit bias training: six years

That is unusual and easy to get wrong in a filing system that treats all certificates alike. The practical answer is to keep everything for six years, which satisfies both.

There is no common renewal date

Michigan states plainly that "expiration dates vary". There is no single renewal deadline for nurses in the state.

Combined with implicit bias being counted per licence year, this is the hardest state in this group to manage at an employer level, because both the deadline and the counting unit are individual. A single annual compliance push cannot work; the tracking has to be per licensee.

Ohio, by contrast, has a fixed reporting period and fixed application and lapse dates, which makes an institutional calendar workable — see Ohio nursing CE renewal requirements.

Accreditation: ANCC is named

Michigan names American Nurses Credentialing Center accreditation as acceptable in R 338.10602(2)(a). That is an explicit statement in rule rather than an inference, which makes sourcing straightforward and puts Michigan among the more permissive states.

It is a long way from California, where a provider must hold a state-issued provider number no matter what national accreditation it holds — we cover that in California nursing CE renewal requirements.

What we could not verify

We could not confirm a renewal date structure from a primary source beyond the Department's own statement that expiration dates vary. We are not going to supply one. Check the individual licence record.

A checklist

  1. Confirm 25 hours for the two-year cycle.
  2. Complete one hour of implicit bias training in each licence year separately. Two hours at once covers one year, not two.
  3. Include two hours of pain and pain symptom management this period.
  4. Check whether the one-time human trafficking requirement has already been met.
  5. Keep everything six years, which covers both the four-year and six-year retention rules.
  6. Check your own expiration date. There is no state-wide deadline.

For employers and training managers

Three design points. First, the implicit bias requirement needs to appear twice in a two-year plan, in separate licence years, and a learning management system that records a single two-hour completion will show compliant when the licensee is not. Second, because expiration dates vary, the matrix has to be driven from licence records rather than from a calendar. Third, the six-year retention on implicit bias outlasts most employment relationships, so nurses need their own copies.

None of this is difficult, but all of it is invisible to a compliance process built around a single annual cycle, which is how most multi-state employers run Michigan.

This article describes the published requirements and is not legal advice. Hour values, subjects and retention periods are amended from time to time; verify against the Michigan Board of Nursing and LARA before relying on this for a renewal.
