MAS Competency Requirements for Financial Adviser Representatives in Singapore

Singapore regulates adviser competence through a single, detailed instrument. MAS Notice FAA-N26, issued under sections 23(2) and 67 of the Financial Advisers Act 2001 and effective from 1 April 2024, replaced the earlier Notice FAA-N13 and sets the entry, examination and continuing development requirements for appointed representatives of licensed and exempt financial advisers.

It is more prescriptive than the UK regime and structured differently from Ireland’s, and the differences matter to anyone planning training for a Singapore operation.

Entry requirements

A representative must be at least 21, and must hold one of:

  • GCE ‘A’ Level with passes in at least three subjects at Higher 2 and two at Higher 1
  • the International Baccalaureate Diploma
  • a polytechnic diploma in Singapore
  • an equivalent qualification

Exemptions from the academic requirement exist for representatives with pre-1 February 2014 service, certain over-the-counter derivatives and leveraged spot foreign exchange advisers active around 8 October 2018 where service gaps did not exceed a year, and certain individuals in specialised units serving high net worth clients.

Examinations: one common paper plus product modules

Before acting, an individual must pass RES5 (Rules, Ethics and Skills) and the relevant product knowledge modules, which the Notice maps service by service in its Table 1.

The product modules are administered by the Institute of Banking and Finance or the Singapore College of Insurance:

  • CM-EIP — Capital Markets, Excluded Investment Products (IBF)
  • CM-SIP — Capital Markets, Specified Investment Products (IBF)
  • M8 and M8A — Collective Investment Schemes I and II (SCI)
  • M9 and M9A — Life Insurance and Investment-linked Policies I and II (SCI)

Combined modules allow several to be taken together: CM-CIS covers M8 and M8A; CM-LIP covers M9 and M9A; CM-LIC covers all four; CM-CMP covers CM-EIP and CM-SIP.

Two overlap rules save duplicated study. M8 is not required where the individual has passed CM-EIP or CM-CMP, and M8A is not required where they have passed CM-SIP or CM-CMP. Module exemptions also flow from certain qualifications, including degrees in finance or financial engineering, the CFA, and specified actuarial and insurance qualifications.

A pass does not last indefinitely. A RES5 or product module pass generally lapses if the individual does not begin advising within three years, or does not resume within three years of ceasing. For a firm holding a pipeline of qualified-but-unappointed staff, that is a live expiry risk.

CPD: two components, and the totals are substantial

Each calendar year a representative must complete Core CPD of 6 hours — an IBF- or SCI-accredited course in ethics, rules and regulations, and/or a Central Provident Fund course certified by the CPF Board.

On top of that sits Supplementary CPD, by activity:

ActivitySupplementary hours
Advising on mortgage reducing term assurance or group term life10
Advising on other investment products24
Arranging mortgage reducing term assurance or group term life10
Arranging other life policies24

Where several services apply, the highest figure applies rather than the sum. So a representative advising on investment products carries 6 core plus 24 supplementary — 30 hours a year, which is double Ireland’s 15 under its Minimum Competency Code and close to the FCA’s 35 for retail investment advisers.

The exceptions that reduce the burden

Three provisions soften it, and all three are easy to miss.

Pro-rating. A representative appointed for less than a full year uses a days-based formula — days appointed divided by 365, multiplied by the hours.

Carry-over. Where someone is appointed for fewer than 183 days and cannot complete even the pro-rated hours, the shortfall can roll into the following year.

Years when CPD does not apply at all. The requirement does not bite in the first year of appointment, in years when examinations are taken or passed, or in the year of cessation. A firm counting hours across a cohort needs to know which individuals are in an exempt year, or it will chase training that is not owed.

Extenuating circumstances are also recognised: a breach may be excused where it was beyond the representative’s control and unforeseeable, provided the principal is informed immediately and the hours are completed within 12 months.

On what counts, the Notice admits lectures, conferences, workshops, courses, pre-launch product seminars and e-learning — but not research forming part of the job scope. Up to 2 hours of health insurance CPD may count as supplementary.

The obligations sit with the firm

This is the part that determines what a training function must build. The principal must certify that each representative meets the entry requirements, ensure each has passed the required examinations before starting any advisory service, and ensure CPD is completed within the stipulated period. Where a representative reports an unfulfilled shortfall, the principal must take reasonable steps to help them complete it within 12 months.

And the principal must maintain a register covering the services each representative provides, their academic qualifications, their examination compliance or exemptions, and evidence of CPD — retained for at least five years from the end of the calendar year of appointment.

That is a recognisable pattern. As with the FCA’s retention rules and Ireland’s Minimum Competency Code register, the obligation is evidential: the firm must be able to produce the record, not merely assert the training happened. Our guide to Ireland’s Minimum Competency Code sets out the closest comparator, and our guide to SkillsFuture and Singapore training funding covers how training in Singapore is paid for — including the separate IBF schemes that fund financial-sector training. Our CPD course library covers the ethics and regulatory foundations the core requirement draws on.

Frequently asked questions

How many CPD hours does MAS require?

Six hours of Core CPD each calendar year, plus Supplementary CPD of 10 or 24 hours depending on the services provided. Where several services apply, the highest supplementary figure applies rather than the total — so 30 hours is the usual maximum for an investment product adviser.

Which examinations must a representative pass?

RES5 on Rules, Ethics and Skills, plus the product knowledge modules mapped to their services in Table 1 of the Notice — drawn from CM-EIP, CM-SIP, M8, M8A, M9 and M9A, or the combined CM-CIS, CM-LIP, CM-LIC and CM-CMP equivalents.

Do examination passes expire?

Effectively. A pass generally lapses if the individual does not begin advising within three years, or does not resume within three years after ceasing to advise.

Are there years when no CPD is required?

Yes. The requirement does not apply in the first year of appointment, in years when examinations are taken or passed, or in the year of cessation. Pro-rating applies to partial years, and shortfalls can carry over where appointment was for fewer than 183 days.

How long must the firm keep records?

At least five years from the end of the calendar year of appointment, covering services provided, academic qualifications, examination compliance or exemptions, and CPD evidence.
