ISCA and ACRA CPE: Two Regimes, One Singapore Accountant
A CA (Singapore) who is also a registered public accountant owes two separate CPE regimes: ISCA at 120 hours with 60 verifiable on a rolling basis, and ACRA at 120 with 90 structured plus 51 hours of fixed category minimums. Different records, different retention, and removal from the Register as the statutory sanction.
A Singapore chartered accountant who is also a registered public accountant is subject to two separate continuing education regimes at once. They look similar — both are 120 hours over three years — and they are not interchangeable. One is a membership obligation. The other is statutory, and the sanction for failing it is removal from the Register of Public Accountants.
Hours accepted under one do not automatically satisfy the other, and ISCA says so directly: hours recognised by other bodies may count, but members must keep a separate record that matches ISCA's own requirements.
Who sets what
ISCA is the professional body. It awards CA (Singapore) and sets a membership CPE obligation.
ACRA is the statutory registrar of public accountants. Registration runs under the Accountants Act, administered through Bizfile, with the Public Accountants Oversight Committee setting practical experience requirements and ruling on exemptions.
So one body governs your designation and the other governs your right to practise as a public accountant. Both impose CPE, and the second is the one with statutory teeth.
ISCA: tiered by membership class, not one number
The most common error about ISCA CPE is treating it as a single requirement. It has four tiers, verified against the 2026 compliance check:
| Membership class | Rolling 3-year | Verifiable | Annual minimum |
|---|---|---|---|
| Affiliate (ISCA) / AAT (Singapore) | 30 hours | 15, incl. 6 ethics | 5 verifiable, incl. 2 ethics |
| Associate (ISCA) / ISCA PBA | 60 hours | 30, incl. 6 ethics | 10 verifiable, incl. 2 ethics |
| Associate (Specialist) | 60 hours | 30, incl. 6 ethics | 8 verifiable in the specialisation + 2 ethics |
| CA (Singapore), incl. Fellows | 120 hours | 60, incl. 6 ethics | 20 verifiable, incl. 2 ethics |
Note two things. The period is rolling — each rolling three-year period is the preceding three years from the year of renewal — not a fixed triennium anchored to your join date. And the ethics requirement can be met either way: two verifiable hours of ethics every year, or six verifiable hours across the rolling three years.
Reporting is self-declaration at annual renewal, logged in the eServices Portal. ISCA-run courses update automatically within about two weeks of completion. Records and evidence must be kept for five years.
Non-compliance escalates rather than bites immediately. A shortfall attracts a six-month grace period to 30 June of the renewal year; where audited hours are denied, an extension of up to six months to remedy. A second non-compliant result may lead to non-renewal of membership, and a suspected false declaration can be referred to Council or the Investigation Committee.
ACRA: 120 hours, but 90 of them structured — and 51 hours are pre-allocated
The ACRA renewal requirement is where the two regimes genuinely diverge. It is 120 CPE hours over three years, of which at least 90 must be structured learning, with at least 20 structured hours in each calendar year.
For audit public accountants, 60 of those structured hours must sit in core expertise areas, and the category minimums are fixed:
- Financial and Sustainability Reporting Standards and Pronouncements — 18 hours
- Auditing and Assurance Standards, Pronouncements and Methodology — 18 hours
- Information Technology — 9 hours
- Ethics and Professionalism — 6 hours
- Remaining 9 hours — any core expertise area
ACRA states the arithmetic explicitly: the required minimums add up to 51 hours, and the remaining nine can come from any core area. Public accountants who are also approved liquidators add nine hours of insolvency and restructuring. Those acting only as judicial managers need at least 45 structured hours in core areas.
Records must be kept for three years — a different retention period from ISCA's five.
Initial registration is a separate hurdle again
Before you reach the renewal regime, registration itself requires at least 40 CPE hours in the 12 months before you register. Of those, at least 30 must be structured learning, and at least 20 of the 30 in core expertise areas, broken down as: six hours in financial and sustainability reporting, six in auditing and assurance, three in information technology, and two in ethics and professionalism. The remaining ten may be unstructured.
Completing the Public Practice Programme in the prior 12 months removes the ethics minimum, but the total 40 hours still applies. A log book plus certified true copies of structured-course evidence must be submitted, and the detail sits in Practice Direction No. 1 of 2025.
The renewal calendar, and what happens if you miss it
The 2026 renewal cycle ran as follows: renewal opened 1 December 2025 via Bizfile, applications were due by 31 December 2025, extension requests ran from 1 to 31 January 2026, and on 1 February 2026 non-filers were notified that their particulars were being removed from the Register of Public Accountants, with a reinstatement window from 1 to 21 February.
The counting window for that cycle was courses attended between 1 January 2023 and 31 December 2025. For the 2027 renewal it is 1 January 2024 to 31 December 2026 — so the hours you complete in the next two months count towards next year's declaration.
Bizfile no longer asks for CPE hour details; applicants declare that they have met the requirements, and ACRA runs sample checks against evidence you must retain. Enforcement action is taken against public accountants who provide false declarations. One trap worth knowing: hours ordered by the Oversight Committee under the Practice Monitoring Programme do not count towards renewal CPE.
Exemptions need Oversight Committee approval and must be applied for before the renewal period ends. If an exemption is rejected and the certificate expires, the public accountant must cease practising.
What this means in practice
If you hold both CA (Singapore) and public accountant registration, plan against the stricter number in each dimension. That means 90 structured hours rather than 60 verifiable, 20 structured hours a year rather than 20 verifiable, and the 51 hours of ACRA category minimums on top — none of which ISCA requires by subject.
It also means two record sets with different retention periods, and two declarations with different windows. A single consolidated log built to ISCA's definition will not demonstrate ACRA compliance, because ACRA cares which category each hour sat in.
The practical sequencing point: build your year around ACRA's categories first. Twenty structured hours a year allocated across financial and sustainability reporting, auditing and assurance, IT and ethics will satisfy almost all of the ISCA requirement as a by-product. Build it the other way round and you will finish the year ISCA-compliant and short on ACRA's audit and IT minimums.
For the ISCA membership requirement in isolation, see our guide to ISCA CPE requirements. For the route into CA (Singapore) from an existing qualification, see the ACCA to CA Singapore pathway. And for why materials from different jurisdictions use different words for overlapping obligations, CPE versus CPD explains the terminology.
One caveat on sourcing. ISCA's main CPE requirements page carries a 2023 update date and a worked example from an older renewal year; the tier figures above were taken from the 2026 compliance check page and cross-checked. Where a regulator's pages disagree in age, work from the most recent and confirm the rest directly.
