ICAI Structured Hours Squeeze: 4 Digital, 3 Pre-Allocated
ICAI requires 20 structured CPE hours a year but allows at most 4 through the Digital Learning Hub, and from CY2026 three of them are mandated to named subjects, leaving 13 of genuinely free choice.
An ICAI member holding a certificate of practice and under 60 needs 40 CPE hours a calendar year, of which 20 must be structured. Two rules then operate on those 20 structured hours in opposite directions, and together they make the structured requirement much harder to satisfy than the headline number suggests.
Rule one: digital learning is capped at four hours
ICAI's position is explicit: "A maximum of 4 CPE hours per calendar year is allowed through DLH." Structured online hours beyond that cap are not rejected — they are reclassified as unstructured.
Read what that means for a member planning their year. Of 20 required structured hours, at most 4 can come through the Digital Learning Hub. The remaining 16 have to come from somewhere else. A member who completes everything online cannot comply with the structured requirement no matter how many hours they log, because the excess silently moves into the unstructured column where there is already plenty of room.
This is the single most commercially significant fact about Indian chartered accountancy CPE, and it runs against the direction every other market has moved in. For comparison, ICMAI permits overseas members to earn their credits entirely online, and ICSI caps web-based learning at 8 unstructured credits rather than restricting its structured hours by delivery mode.
Rule two: three of those hours are now pre-allocated
From Calendar Year 2026, ICAI mandates "1 Structured CPE Hours each on topics of 'Standards on Auditing', 'Code of Ethics' and 'Digital Technology'". The requirement applies to certificate of practice holders under 60 and to the 60-to-under-70 band.
Three named hours out of 20. This is the first time ICAI has specified the content of structured hours rather than only the quantity, and it compounds the digital cap: a member now has 4 digital hours available, 3 subject-mandated hours to place, and 13 structured hours of genuinely free choice.
The block period has gone
Anyone working from older guidance will be looking for a three-year block. There isn't one any more. ICAI states that "Currently Calendar wise CPE Hours Requirements for Members are as below", and the governing announcement is titled "Revised CPE Hours Requirements for Members for each Calendar Year from Calendar year 2026 onwards."
Be careful how you describe this, because ICAI's own estate is inconsistent: a stale page still refers to "the block period of three years (1.1.2020 to 31.12.2022)". We have not found an ICAI sentence saying the block period was abolished, so the accurate formulation is that ICAI now states requirements per calendar year — not that it abolished the block.
The hours ladder is built on age and certificate of practice
The axis is not "in practice versus not in practice" in the way most summaries present it. It is certificate of practice status crossed with age:
- CoP holder under 60: 40 hours, minimum 20 structured
- CoP holder 60 to under 70: 30 hours, minimum 10 structured, in physical mode or through structured Digital Learning Hub videos
- CoP holder 70 to under 80: 20 hours
- CoP holder 80 and over: 10 hours
- No CoP, under 60: 20 hours
- No CoP, 60 and over: exempt
- Under 60 residing abroad, with or without CoP: "20 CPE hours (either structured or unstructured)"
There is an age-attainment rule worth knowing: a member reaching 59 years and 364 days, 69 years and 364 days, or 79 years and 364 days during a year is treated as having reached 60, 70 or 80 in that year.
The full picture of exemptions and categories is in our guide to ICAI CPE requirements for chartered accountants.
What changed on the exemption process in 2026
With effect from 1 January 2026, medical exemptions no longer need routing through a Branch or Regional Council chairman. They are handled by self-declaration with supporting documents.
One condition attaches: if a UDIN was generated during an exempted year, at least 10 hours are required for that period. In other words, the exemption assumes you were not practising, and generating a UDIN is evidence that you were.
Separately, a member is "exempted only for the particular calendar year during which they first obtain ICAI membership" — a single year, not a grace period.
Shortfall: what is established, and what is not
The verified consequence is arithmetic doubling: "To ensure full compliance members have to do twice the shortfall of the calendar year 2025." ICAI also ties CPE compliance to issuance of a Good Standing Certificate.
Beyond that, we are not going to tell you what happens. ICAI has published a document titled "Consequential provisions for non-compliance with CPE hours requirement on yearly basis from calendar year 2024 onwards" — we can verify the title but not the contents, because the file sits on a crawler-blocked domain. We have therefore not established whether there is a published penalty, a defaulters list, or any bar on certificate of practice renewal.
Plenty of secondary sources assert that a shortfall blocks certificate of practice renewal at ICAI. It may be true. We have not been able to confirm it, and we are not going to repeat it. For contrast, ICMAI's certificate of practice renewal advisory states the gate in terms — the linkage is explicit there in a way it is not here.
How to plan a compliant year
Work backwards from the structured requirement rather than the total. Place the three mandated subject hours first. Allocate the four Digital Learning Hub hours deliberately, because they are the scarcest resource and the easiest to waste on content you could have taken unstructured. Then source the remaining 13 structured hours in a format that qualifies. The unstructured balance to 40 is comparatively easy and should be planned last, not first.
If you are comparing bodies, ICSI runs on a financial year with a different unit and no mandatory subjects at all — see ICSI CPE credits — and our overview of how CPE credits work covers the vocabulary.
This article describes the published requirements for Calendar Year 2026 and is not legal advice. ICAI resets these figures annually; verify before relying on this for a compliance declaration.
