Enrolled Agent Eligibility — Overview

The Enrolled Agent (EA) is one of the most accessible US accounting credentials for Indian students because it has minimal entry requirements. Unlike the US CPA (which requires 120–150 credit hours of college education), anyone can sit the EA exam regardless of their educational background.

EA Eligibility Requirements

  • No educational qualification required: No degree, no specific subjects, no credit hours
  • No age restriction: Any age can register and sit the exam
  • No experience requirement: No prior accounting or tax experience required to sit the exam
  • Taxpayer Identification Number: You need a PTIN (Preparer Tax Identification Number) from the IRS to register
  • Background check: Required for EA licensure — IRS reviews tax compliance history and professional conduct

How to Get a PTIN as an Indian Student

A PTIN (Preparer Tax Identification Number) is required before you can register for the SEE:

  1. Go to irs.gov and navigate to the PTIN system
  2. Create an online account
  3. Complete the PTIN application (requires passport/ID details)
  4. Pay the PTIN fee: approximately $19.75 (subject to change)
  5. Receive your PTIN immediately upon approval

Indian students can obtain a PTIN without a US address or Social Security Number — international applicants use their passport information.

EA Exam Registration Process for Indian Students

  1. Obtain your PTIN from irs.gov
  2. Register at prometric.com/see — Prometric delivers the SEE exam
  3. Select your exam centre: Prometric has test centres in major Indian cities including Bangalore, Mumbai, Delhi, Hyderabad, Chennai, and Pune
  4. Pay the exam fee: approximately $203 per part (check current fees at prometric.com)
  5. Choose your exam date: The SEE is available May through February each year (not available in March–April, when the IRS updates exam content)

EA Testing Window

The SEE exam is available from 1 May to 28 February each testing year. It is closed during March and April while the IRS updates the exam to reflect changes in tax law. You can sit the three parts in any order and in any combination across the testing window.

The Three-Year Rule

Once you pass your first SEE part, you have three years to pass the remaining two parts. If you don't complete all three within three years, credit for the earliest passed part expires.

EA Background Check

After passing all three parts, you must apply for EA enrolment through the IRS. This involves:

  • Completing Form 23 (Application for Enrolment)
  • Paying the enrolment fee (approximately $140)
  • A suitability check: IRS reviews your tax compliance, criminal history, and professional conduct

As long as you have a clean record and are compliant with any US tax obligations you have, the suitability check is typically straightforward for Indian candidates who have no prior US tax filing history.

EA vs CPA — Easier Entry?

EA has significantly easier entry requirements than CPA — no degree, no credit hours, no credential evaluation. If you're looking for a US tax credential with minimal entry barriers, EA is the most accessible option. That said, for a broader global career, ACCA offers the most recognised international accounting credential with entry routes suitable for all educational backgrounds.
