What Is CIPFA?
CIPFA (Chartered Institute of Public Finance and Accountancy) is the professional body specifically for public sector finance. It is the qualification of choice for senior finance roles in local government, the NHS, central government, housing associations, and other public bodies. CIPFA-qualified professionals hold the CPFA (Chartered Public Finance Accountant) designation.
Who Is CIPFA For?
CIPFA is ideal for finance professionals who are committed to a career in the public sector - particularly those targeting Director of Finance or Chief Finance Officer roles in local authorities, NHS trusts, or other public bodies. It is less commonly held in private sector organisations. If you want to be a Director of Finance in an NHS trust or a Director of Resources in a local authority, CIPFA is the strongest professional credential.
Structure of the CIPFA Qualification
The CIPFA Professional Qualification consists of three stages: Foundation (three papers covering financial accounting, management accounting, and business management), Diploma (three papers covering financial management, financial reporting, and risk management), and Strategic (three papers plus a case study). Candidates must also complete 400 days of relevant practical experience and a professional development programme.
CIPFA vs ACCA/CIMA for Public Sector
ACCA and CIMA are widely held in the public sector and fully accepted by public bodies as professional qualifications. However, CIPFA holds distinct advantages for those targeting the most senior public sector roles: its syllabus specifically covers local government and NHS finance, public sector accounting standards (the CIPFA/LASAAC Code, HM Treasury Government Financial Reporting Manual), and regulatory frameworks that ACCA and CIMA do not cover in depth. Many public sector CFOs hold CIPFA specifically because of this sector expertise.
CIPFA Salaries
CIPFA-qualified professionals in senior public sector roles earn £55,000-£120,000+ depending on the size of organisation. NHS Trust Finance Directors and local authority Section 151 Officers typically earn £90,000-£140,000. These salaries are lower than equivalent private sector CFO roles but come with strong pension benefits (often LGPS or NHS pension) and job security.
