CeMAP and the FCA: What Mortgage Advisers Actually Have to Hold
The FCA does not require CeMAP - TC 2.1.10E is an evidential provision pointing firms to a list with two providers on it. There is no FCA CPD hours figure for mortgage advisers either; the 15 hours is the awarding body's. And the awarding body is now Walbrook Institute London.
Three things are widely believed about mortgage adviser qualifications in the UK, and all three are wrong. The FCA does not require CeMAP. The FCA does not set a CPD hours requirement for mortgage advisers. And the body that awards CeMAP has not been called the London Institute of Banking & Finance, as a legal entity, since 2025.
None of that makes CeMAP any less dominant in practice. But if you are writing a training and competence scheme, briefing a compliance committee, or deciding what to buy, the difference between a market norm and a regulatory requirement is the difference that matters.
What the FCA actually requires
There is no single rule. The requirement is a chain of four provisions, and one of them is not a rule at all.
- TC App 1.1.1R lists the activities. Activity 20, regulated mortgage contracts for a non-business purpose, carries an appropriate qualification requirement: yes. Activity 20A, the same for a business purpose: no. Activity 21, equity release transactions: yes. Activity 21A, designing scripted questions for non-business mortgage sales: yes.
- TC 2.1.1R prevents a firm assessing an employee as competent until they have demonstrated the necessary competence and, where TC Appendix 1 requires it, attained each module of an appropriate qualification.
- TC 2.1.6R goes further: the employee must not carry on the activity at all without first attaining the relevant regulatory module.
- TC 2.1.10E — and this is the one people miss — is an evidential provision, not a rule. It says a firm "should" select an appropriate qualification from the list in TC Appendix 4. Contravening it may be relied on as tending to establish contravention of the actual rules.
So holding a listed qualification is the evidential safe harbour for discharging the hard rules, not a hard rule in itself. That is the single most commonly mis-stated point in this market, and it explains why the historic qualifications discussed below still count.
Note also the sequencing, which trips firms up. The regulatory module must be passed before the adviser starts advising. The rest can follow — TC 2.2A.1R allows 48 months from starting the activity to attain the full appropriate qualification, and TC 2.2A.3R requires the adviser to stop if they have not attained it in time.
What is on the list, and what the keys mean
In TC Appendix 4, Part 2A covers qualifications currently offered. Each entry carries a key: 1 means that qualification alone fully meets the requirement, with a syllabus covering technical content, regulation and ethics. 3 means regulation and ethics only, and must be combined with a technical qualification.
For activity 20 there are only two providers on the list:
- Walbrook Institute London Limited, trading as the London Institute of Banking & Finance — Certificate in Mortgage Advice and Practice (post 1 November 2004), key 1; the CeMAP Bridge paper plus entry requirements, key 1; DipMAP plus entry requirements, key 1; and CeMAP Paper 1 alone, key 3. That last entry confirms CeMAP Module 1 is the "relevant regulatory module" for TC 2.1.6R purposes.
- The Chartered Insurance Institute — Certificate in Mortgage Advice, key 1; and Certificate in Advanced Mortgage Advice, key 1.
A correction worth making: the CII alternative is frequently attributed to the Personal Finance Society. The awarding body is the CII. Its Level 3 Certificate in Mortgage Advice requires CF6 Mortgage Advice, 20 credits at Level 3, plus one of R01 Financial Services, Regulation and Ethics at Level 4 or CF1 UK Financial Services, Regulation and Ethics at Level 3, for a minimum of 35 CII credits. CF6 is a three-hour examination of 100 multiple-choice questions plus five case studies each carrying five questions, at a standard 70% pass mark. CII and PFS members who also belong to the CII's Society of Mortgage Professionals may use the designation Cert CII (MP).
Part 2B of the appendix lists qualifications no longer offered that still count if attained in time — including the Chartered Banker Institute's Mortgage Advice and Practice Certificate, closed to new entrants in 2018, the CII's Mortgage Advice Qualification from before 2005, the CISI Investment Advice Certificate Paper 1, the CII Financial Planning Certificate Paper 1 from before August 2005, and the FLSP Level 3 Advanced Apprenticeship in Providing Mortgage Advice. An adviser qualified twenty years ago is not required to re-qualify.
Who awards CeMAP now
The awarding body's identity has changed twice, which matters for anyone citing it in a policy document.
The London Institute of Banking & Finance surrendered its Ofqual recognition on 31 March 2023. LIBF Limited was recognised from 10 January 2023 under a new recognition number. And from 2 April 2025 that same recognition sits with Walbrook Institute London Limited, trading as the London Institute of Banking & Finance and as LIBF. Walbrook states that certificates issued under the previous name remain fully recognised and valid, with no action needed by holders.
One small trap for anyone quoting the Handbook: the FCA spells it "Wallbrook" with a double L, while Ofqual's register and the body's own site use "Walbrook". Use the body's spelling and note the Handbook's if you are citing the appendix directly.
And be precise about status. Walbrook is an Ofqual-recognised and CCEA-recognised awarding organisation. It is not a regulator, and it is not FCA-authorised or FCA-accredited. Its relevance to the FCA is that it appears as a qualification provider in the appropriate-qualification table.
CeMAP's structure
A Level 3 qualification of 25 credits and 250 hours total qualification time, in three modules comprising five units of 5 credits each. Overall grading is pass or fail.
| Module | Unit | Assessment | Pass mark |
|---|---|---|---|
| 1 — Financial Services, Regulation and Ethics | FRE1 Industry, Regulation and Key Parties | 1 hour: 25 standalone questions plus 3 case studies of 5 linked questions (40 marks) | 28/40 |
| 1 | FRE2 Skills, Principles and Ethical Behaviours | as FRE1 | 28/40 |
| 2 — Mortgages | MRT1 Mortgage Law, Practice and Application | 1 hour: 50 questions | 35/50 |
| 2 | MRT2 Mortgage Products and Post Completion | 1 hour: 40 questions | 28/40 |
| 3 — Assessment of Mortgage Advice Knowledge | Synoptic, sat last | 2 hours: 6 case studies of 10 linked questions (60 marks) | 42/60 |
Every pass mark is 70%. All assessment is electronic multiple choice, taken online on demand with remote invigilation. The two mortgage units and the synoptic also carry merit at 80% and distinction at 90%.
Registration runs 18 months for the full qualification, or 12 months per module if registered separately. Resits are permitted up to three times a week and ten times in any twelve months, with a fee. Current fees on the awarding body's pages are £735 for the full qualification, or £810 taken module by module, with resits at £120 per unit.
One documented inconsistency to be aware of before you plan a Level 4 route: the FCA lists DipMAP in Part 2A as currently offered, but Ofqual records the LIBF Level 4 Diploma in Mortgage Advice and Practice as no longer awarded, with an operational end date in July 2017. Walbrook currently sells a "CeMAP Diploma" — one module, a 90-minute 50-question examination plus coursework, at Level 4 — and describes it as going beyond the FCA's mandatory Level 3 requirement, without claiming FCA listing. Those may not be the same qualification, and the position cannot be reconciled from the bodies' own sites. Confirm before relying on it.
CPD: there is no FCA hours requirement for mortgage advisers
This is the biggest correction, and the one most likely to be in your existing documentation incorrectly.
The FCA does set CPD hours — for other roles. Retail investment advisers: 35 hours per twelve months, of which at least 21 structured, under TC 2.1.15R. Pension transfer specialists: 15 hours, including 9 structured and at least 5 from an external independent provider, under TC 2.1.23AR. Long-term insurance personnel under the insurance distribution regime: 15 hours, under SYSC 28.2.3R(3).
For mortgage advisers there is no hours figure anywhere in the Handbook.
What binds instead is a firm-level, outcome-based duty:
- TC 2.1.12R — a firm must review employees' competence on a regular and frequent basis and take appropriate action to ensure they remain competent. The rule carries a note to article 9(1) of the Mortgage Credit Directive.
- TC 2.1.5BR sets MCD knowledge and competence requirements across nine listed areas, and TC 2.1.5CR says competence must not be assessed on professional experience alone.
- SYSC 5.1.1R requires a firm to employ personnel with the skills, knowledge and expertise necessary for their responsibilities.
- SYSC 27.8.10R is the one with real teeth. Any function involving an activity with a qualification requirement under TC App 1.1.1R is an FCA certification function. Mortgage advising therefore sits in the certification regime, so the firm must certify fitness and propriety — and a certificate cannot last more than twelve months.
So the annual cycle for a mortgage adviser is a firm certification, not a personal hours tally. If the adviser also advises on mortgage-related protection, the 15-hour insurance distribution requirement can bite on that side of the role. The mechanics of that annual assessment are the same ones set out in the SYSC 27 fit and proper assessment.
Where the 15-hour figure comes from
If your scheme says mortgage advisers need 15 hours of CPD a year, that figure is real — but it belongs to the awarding body, not the regulator.
Walbrook's own CPD guide sets 15 hours for CeMAP Professional and CeMAP Advanced Professional status, of which up to 5 insurance hours may count, and attributes the figure to the Institute. The guide is explicit that this CPD must be relevant to the mortgage advice industry and is therefore not appropriate CPD towards a Statement of Professional Standing.
CeMAP Professional status itself is a branded, renewable designation: valid for twelve months, requiring a renewal fee each time, requiring a commitment to 15 hours of mortgage industry CPD annually with records subject to audit, and available to those who have held CeMAP for at least twelve months. Non-submission or false submission of CPD records is treated as malpractice, with withdrawal of status among the sanctions. Membership of the Institute is not required — members simply get a discounted application fee. There is an online register so employers and the public can confirm entitlement to use the logo.
Two framing points. The FCA requires no membership or registration of any kind for mortgage advisers — unlike retail investment advisers, who need a Statement of Professional Standing from an accredited body. There is no mortgage equivalent. And the CPD guide states plainly that CeMAP Professional status "does not constitute a licence to practise", which sits awkwardly with language elsewhere on the product pages about applying for a licence to practise. Avoid that phrase entirely.
What changed in 2026
Very little, and nothing in the qualification requirement.
The CeMAP qualification specification moved to version 14, published April 2026 and effective July 2026, and the only listed change is an amendment to the resit section to reflect the resit fee. No syllabus or assessment change. The CPD guide carries a 2026 reference and the hours above.
On the Handbook side, TC App 1.1.1R was last updated in April 2026, and a new guidance provision confirms there are no qualification requirements for employees providing targeted support services. That is an investments change, not a mortgage one, and should not be allowed to bleed into a mortgage policy. Parts of SYSC 27 were updated during 2026.
The live 2026 story is the FCA's Mortgage Rule Review, whose hub was updated in June 2026 to add a consultation on supporting first-time buyers and underserved consumers. Notably, the hub does not mention qualifications, training or the Training and Competence sourcebook at all. The earlier policy statement in that programme was about firms being able to interact with customers without automatically triggering regulated advice, and those changes are voluntary. On the FCA's own roadmap, policy development begins at the end of 2026 and runs through 2027 — so the direction of travel concerns the advice boundary, not the qualification.
How to write this into a scheme
- Do not write "advisers must hold CeMAP". Write that the firm must ensure advisers have attained an appropriate qualification for activity 20, and that the firm selects from the TC Appendix 4 list, where both CeMAP and the CII Certificate in Mortgage Advice carry key 1.
- Record that the regulatory module must be passed before advising begins, with up to 48 months for the remainder.
- Check whether your advisers are doing business-purpose lending — activity 20A carries no qualification requirement at all.
- Do not state an FCA CPD hours figure for mortgage advisers. There isn't one. If you require 15 hours, say it is your firm's standard or the awarding body's, not the regulator's.
- Make sure your annual competence review is genuinely tied to the twelve-month certification, since that is the hard deadline in this regime.
- Accept historic qualifications from Part 2B rather than asking long-serving advisers to re-sit.
Compared with the other annual-cycle regimes, the UK mortgage position is unusual precisely because it has no hours. The US equivalent under the NMLS prescribes eight hours a year with a fixed subject split and a bar on repeating a course, while UK mortgage advisers are governed by an outcome the firm has to certify annually. The CII's wider qualification ladder is the main alternative route into the same listed status.
