What Is the ACCA SBL Paper?

Strategic Business Leader (SBL) is one of the two compulsory Strategic Professional papers. It is a case study-based exam that tests the integration of strategic, ethical, and leadership skills across a real-world business scenario. SBL is unique in the ACCA qualification — there are no MCQs, no standard calculations, and no fixed syllabus areas tested in isolation. Everything is applied to the pre-seen and unseen case material.

Exam Format

SBL is a 4-hour open-book exam — candidates can bring printed or handwritten notes. The exam consists of compulsory tasks based on a pre-released case study organisation. Marks are allocated across professional skills (including communication, commercial acumen, analysis, scepticism, and evaluation). Total marks: 80 from tasks plus up to 20 professional skills marks. Pass mark: 50%.

Key Topic Areas in ACCA SBL

Strategic analysis: SWOT, PESTEL, Porter's Five Forces, value chain analysis — applied to the case organisation. Strategic choices: Ansoff matrix, generic strategies, diversification, digital strategy and technology. Ethics and governance: Board structures, ethical dilemmas, CSR, stakeholder management — always present in SBL. Project management: Project planning, risk, change management. Finance: Interpreting financial data in context, investment decisions, financial risk. IT and digital: Cybersecurity, data analytics, system implementation.

SBL Pass Rates

SBL pass rates are typically 48-58%. The open-book format and case study approach are unfamiliar to many candidates. Those who perform poorly often write generic answers not tailored to the scenario, or struggle with the professional skills marks.

Study Tips for ACCA SBL

Engage deeply with the pre-seen material before the exam — understand the organisation, its industry, and its strategic position. In the exam, always apply frameworks to the specific scenario rather than writing textbook definitions. Practice the professional skills marks explicitly — marks are specifically allocated for how you communicate, not just what you say. Use past papers and the ACCA examiner reports. Allow 16-20 weeks of preparation.

FAQ

Can I really bring notes into the SBL exam?

Yes — SBL is an open-book exam. You can bring printed notes or handwritten materials. However, the exam tests application and judgment, not recall, so notes that simply list frameworks are of limited value. Notes that summarise the pre-seen scenario, key industry facts, and your strategic analysis of the organisation are most useful.
