CeMAP stands for Certificate in Mortgage Advice and Practice. It is the Level 3 mortgage advice qualification awarded by the London Institute of Banking & Finance (LIBF), and the route most people take to meet the FCA's qualification requirement for advising on regulated mortgage contracts in the UK. According to LIBF it has three modules covering seven units, and passing gives you a digital certificate and lets you apply for a licence to practise. This guide covers what the FCA requires, how CeMAP is structured and what comes after it. Details were checked against the FCA Handbook and LIBF's website on 15 October 2026.

Do you need a qualification to advise on mortgages?

According to the FCA Handbook (TC Appendix 1), advising on regulated mortgage contracts for a non-business purpose (activity 20) is an activity that requires a qualification. Regulated mortgage contracts for a business purpose (activity 20A) are listed as not requiring one. Equity release transactions (activities 21 and 22) also require a qualification.

The qualification has to come from the FCA's appropriate qualification tables (TC Appendix 4). Those tables list the Certificate in Mortgage Advice and Practice, among others. The list can change, so read the live table before you choose a qualification. Part 2A of TC Appendix 4.1 covers qualifications currently offered; older ones that are no longer offered sit in Part 2B.

The wider Training and Competence rules also apply. Under TC 2.1.1R a firm must not assess an employee as competent until they have shown the necessary competence and passed each module of an appropriate qualification, where one is required. TC 2.1.2R requires appropriate supervision in the meantime. And TC 2.2A.1R says the firm must make sure the employee attains an appropriate qualification within 48 months of starting the activity.

The Handbook also says (TC 2.1.5F G) that holding the appropriate qualification may allow a firm to assess an employee as competent for regulated mortgage contract activities, but that other requirements still apply. The qualification is necessary, not sufficient.

How CeMAP is structured

According to LIBF, CeMAP has three modules and seven compulsory units in total. You can register for any number of modules at once. Each module is assessed by an electronic multiple-choice exam of two hours, which can be taken at a test centre or with remote invigilation.

ModuleUnitsQuestions in the exam (LIBF)
Module 1: UK Financial Regulation (UKFR)Two units50 per unit, 100 in total
Module 2: Mortgages (MORT)Units 3, 4, 5 and 625, 25, 20 and 30
Module 3: Assessment of Mortgage Advice Knowledge (ASSM)One unitSix case studies with ten linked questions each, 60 in total

LIBF says you have 12 months from registration to complete each module and sit its exam. It lists a fee of £645 for the full qualification or £215 per individual module, with the first exam for each module included. Fees change, so check LIBF's page before you budget. LIBF does not list formal entry requirements on the CeMAP page, and recognition of prior learning may be possible for qualifications from LIBF or other awarding bodies. If you have completed the Certificate in Protection (CertPro), LIBF says you are exempt from unit 5.

LIBF describes CeMAP as meeting the FCA's examination standards and as a mandated qualification in the Mortgage Adviser Apprenticeship Standard. It is registered with Ofqual on the Regulated Qualifications Framework.

What the exams cover

LIBF's CeMAP Diploma page lists the topics across the mortgage pathway as the UK financial services environment, the mortgage marketplace (including mortgage and protection products), mortgage-specific regulation and the house-buying process. The module titles in the table above show the same split: regulation, mortgages, and an assessment of mortgage advice knowledge.

Which order to take the modules

LIBF lets you register for any number of modules at the same time, and each module has its own 12-month window. The LIBF page we read does not set an order, so choose based on your study time and your employer's plans. If you are an employee, check whether your firm needs you to attain the regulatory module before you advise customers: TC 2.1.6R requires the relevant regulatory module of an appropriate qualification to be attained before carrying on an activity that has a qualification requirement.

After CeMAP: what comes next

  • CeMAP Diploma (Level 4). LIBF says this goes beyond the FCA's mandatory Level 3 requirement. It has one module, Advanced Mortgage Advice (AMA), assessed by a 90-minute exam of 50 multiple-choice questions plus coursework. CeMAP, or an equivalent Level 3 mortgage qualification, is the prerequisite. LIBF lists a fee of £525 and suggests six months of study, with up to 12 months from registration.
  • Certificate in Regulated Equity Release (CeRER). A Level 3 qualification for advising on equity release. The FCA table lists it against activities 21 and 22, and LIBF says it adds to a CeMAP holder's skills.
  • Certificate in Protection (CertPro). A separate LIBF qualification. Completing it exempts you from CeMAP unit 5, as noted above.
  • Investment advice qualifications. If you also want to give personal recommendations on retail investment products, you need a different qualification. LIBF describes the Diploma for Financial Advisers (DipFA) at Level 4 as the minimum FCA-required qualification for financial advisers. Our guide to appropriate qualifications for retail investment advisers covers that route, so we do not repeat it here.

Keeping your competence up to date

TC 2.1.12R requires a firm to review employees' competence regularly and frequently and to act to keep them competent. The guidance (TC 2.1.13G) says that should take in technical knowledge, skills and changes in the market, products, legislation and regulation. The Handbook sets specific CPD hours only for retail investment advisers and pension transfer specialists, so for a mortgage adviser the amount and type of learning is a decision for the firm. A simple training matrix is a practical way to record it, and the Learnsignal CPD hub has general CPD resources.

Frequently asked questions

Is CeMAP the same as a mortgage adviser licence?

No. CeMAP is a qualification. LIBF says passing lets you apply for a licence to practise, but being allowed to advise also depends on working for an FCA-authorised firm that assesses you as competent.

How long does CeMAP take?

LIBF gives you 12 months from registration to complete each module and sit its exam. How long you need depends on your experience and the time you can set aside.

Can I start advising before I pass?

Under the Training and Competence rules, a firm may allow an employee to carry on an activity under appropriate supervision before they are assessed as competent, but the employee must attain the relevant regulatory module first, and must attain a full appropriate qualification within 48 months of starting.

Is CeMAP enough to advise on equity release?

The FCA table lists a separate qualification for equity release, the Certificate in Regulated Equity Release, against activities 21 and 22. Check the live table and your firm's permissions.

Does the FCA rule apply across the UK?

The FCA Handbook applies to FCA-authorised firms across the UK. Ask your firm's compliance team if you are unsure how the rules apply to your role.

Summary

CeMAP is the standard Level 3 route to qualifying as a mortgage adviser, built from three exam modules. Check the FCA's appropriate qualification table and LIBF's current page for the latest fees and rules before you enrol.
