An appropriate qualification for a retail investment adviser is a qualification that appears in the table in Appendix 4 of the FCA's Training and Competence sourcebook (TC) for the activity you carry out. According to the Financial Conduct Authority (FCA), advisers must hold an appropriate qualification as set out in TC Appendix 4 to give retail investment advice. Examples that appear in the table include the Diploma in Regulated Financial Planning, but whether a particular qualification counts depends on its entry in the table, not on its name or level alone.

This guide explains how the list works, what the FCA and the accredited bodies say about levels and gap-fill, and how to check a qualification. It covers retail investment advice in FCA-regulated firms. Other regulated activities, such as mortgage advice, have their own entries in the same appendix.

The short version

What the FCA requires

The FCA's professional standards page for advisers says advisers must hold an appropriate qualification as set out in the TC sourcebook, and must meet the qualifications requirements to be able to give retail investment advice. The FCA also says an adviser's Statement of Professional Standing (SPS) must include confirmation that their qualifications have been verified. Our guide to the Statement of Professional Standing explains how that verification happens in practice.

The FCA has said that it raised the benchmark qualification level for all investment advisers, with the higher requirements coming into force on 31 December 2012. The FCA's own material directs advisers to TC Appendix 4 for the list of qualifications that meet its requirements.

How TC Appendix 4 works

Appendix 4 is organised as follows, based on the online Handbook as we checked it on 15 October 2026:

  • Part 1 links each regulated activity to the kind of qualification required. For retail investment advice the relevant activities are those the FCA numbers 2, 3, 4, 6, 12 and 13 in TC Appendix 1.1.1R, which the CISI and the FCA's regulatory return guidance both refer to.
  • Part 2A lists qualifications currently offered. A qualification is treated as appropriate if it appears in the table and was attained within any time period stated.
  • Part 2B lists qualifications that are no longer offered, often with dated cut-offs, which matters if you passed an older qualification.

The FCA also says the list of appropriate qualifications is maintained in TC Appendix 4, and that when a new qualification replaces an older one, the older version stays on the list as appropriate but is no longer available to new candidates.

Examples of qualifications in the table

The table is long and changes over time, so use it as the source of truth. When we checked it, qualifications listed for retail investment advice activities included the following:

  • the CII's Diploma in Regulated Financial Planning
  • the Level 6 Diploma in Financial Advice (Adv DipFA), offered by Walbrook Institute London (trading as LIBF)
  • the Pensions Management Institute's Advanced Diploma in Retirement Provision
  • certain university degrees in financial planning, which the table names individually

That is not a complete list, and some qualifications carry conditions, such as needing to hold specific modules or needing gap-fill. The CII confirms that holders of its Diploma in Regulated Financial Planning, and of non-CII qualifications that are fully compliant, do not need gap-fill because those qualifications already meet FCA requirements in full. Always read the entry for your own qualification.

What about the level?

Advisers often ask whether a qualification must be "Level 4". The FCA pages we checked do not set out a qualification level in plain terms. The FCA's examination standards page says the FCA owns and oversees the appropriate examination standards, which set the content and level of qualifications, while providers develop the qualifications. The CII's SPS page refers to holding a qualification that meets the QCF Level 4 requirements in full, and Walbrook refers to an FCA-approved Level 4 qualification.

The practical point is that a qualification's headline level is not the test. A Level 4 or higher qualification that is not in TC Appendix 4 does not make you appropriately qualified. The test is the table entry.

Gap-fill

Some qualifications in the table are marked as fully meeting the requirement, and others only did so until 31 December 2012, after which they needed gap-fill. Gap-fill is described in the Handbook as additional structured CPD that must be completed and verified by an accredited body, with details in TC App 7.1.1G. The FCA's guidance from the time said that all qualification gap-fill must be verified by an accredited body.

Gap-fill is now largely a legacy route. The CII announced that it would end gap-filling as a route to an SPS, and said advisers applying through gap-fill from the end of August 2021 onwards would no longer be able to use it, while those who obtained an SPS through gap-fill before then were not affected. The CISI's current application page still lists holding an appropriate qualification "with any gap-fill completed" as a condition, so what applies to you depends on your accredited body and your qualification.

How to check a qualification

The FCA does not describe a separate searchable register of qualifications on the pages we checked. It points to the list in TC Appendix 4. A sensible checking routine is:

  • Open TC Appendix 4 in the online FCA Handbook and find the qualification in Part 2A, or Part 2B if it is no longer offered.
  • Check that its entry covers the activity you carry out and note any condition, time limit or gap-fill requirement.
  • Ask your accredited body (CII, CISI or Walbrook Institute London) to confirm it when you apply for or renew your SPS. They verify qualifications as part of that process.
  • Keep a copy of your certificate and, if relevant, your gap-fill record.

For firms, the FCA says the SPS shows the adviser's individual reference number from the Financial Services Register, and encourages consumers to check the Register. Treat the Register as a way to confirm an adviser's regulatory status, not as a list of their qualifications.

Frequently asked questions

What is an appropriate qualification?

One that appears in TC Appendix 4 for the activity concerned, attained within any time limit shown.

Is the Diploma in Regulated Financial Planning an appropriate qualification?

It is listed in the table, and the CII states that its holders do not need gap-fill. Check the current entry in Appendix 4 before relying on that.

Do I need gap-fill?

Only if your qualification's entry says so. The CII closed gap-fill to new applicants from the end of August 2021, so ask your accredited body about your position.

Who decides which qualifications are on the list?

The FCA. It says providers develop qualifications against its examination standards, and proposals that meet its requirements are entered on the list after consultation and approval.

Does the same list apply to mortgage or other advice?

No. Appendix 4 contains separate entries for other regulated activities. This post covers retail investment advice only.

Does the FCA require CPD as well as a qualification?

Yes. See our guide to FCA CPD for advisers, which covers the annual hours requirement.

Where to go next

Find your qualification in TC Appendix 4, note any conditions, and confirm with your accredited body. For other development resources, the Learnsignal CPD hub is a place to start, though it does not replace checking the FCA Handbook.

This article is general information, not regulatory, legal or compliance advice. The FCA Handbook and accredited body rules change, so always check the current Handbook and your accredited body for your own situation.
