SCQF, EQF and NFQ Explained: How to Read a Level Claim on an AI Qualification
Most claims on an AI course page cannot be checked. A framework level can. Here is what SCQF, EQF and NFQ levels mean, how they map, and the three questions to ask.
Most claims on an AI course page cannot be checked. Industry-leading, globally recognised and accredited are marketing, and there is no register you can search to test them. A framework level is different. If a provider says a qualification sits at SCQF level 8 or EQF level 6, that is a specific, externally defined claim, and you can work out exactly what it means.
It is worth knowing how to read one, because level claims are where the gap between what a buyer hears and what a provider said tends to be widest.
The three frameworks you will encounter
The SCQF is the Scottish Credit and Qualifications Framework. It has 12 levels (SQA, 2026). It is used across Scottish education and increasingly by commercial training providers who obtain approved-centre status.
The EQF is the European Qualifications Framework. It has 8 levels and exists as a translation device, so a qualification in one member state can be understood in another. National frameworks reference themselves to it.
The NFQ is Ireland National Framework of Qualifications. It has 10 learning-outcomes-based levels (Cedefop, 2022). Our guide to NFQ levels and QQI covers the Irish framework in its own right.
Because the three have different numbers of levels, the numbers do not line up, and that is the source of most of the confusion.
How the levels actually compare
Using the SQA published comparison and Cedefop referencing of the Irish NFQ to the EQF:
| EQF | SCQF | Irish NFQ | Roughly equivalent to |
|---|---|---|---|
| 8 | 12 | 10 | Doctoral |
| 7 | 11 | 9 | Master level |
| 6 | 9 or 10 | 7 or 8 | Bachelor degree |
| 5 | 7 or 8 | 6 | Higher certificate, HND, foundation-level higher education |
| 4 | 6 | 5 | Upper secondary or further education |
The row that matters most in AI training marketing is the EQF level 5 row. A qualification described as SCQF level 8 sits at EQF level 5 — the same band as a Higher National Diploma or an Irish NFQ level 6 award. It is a real, substantive level. It is not a degree, and it is two bands below a master.
That is not a criticism of any particular course. It is simply what the number means, and it is useful to know when a level claim is presented alongside imagery suggesting postgraduate standing.
What a level actually tells you
A framework level describes the demand of the learning — the complexity of what you are expected to do with the knowledge — not the subject, the quality of the teaching, or the employer recognition. Two level 8 SCQF awards in different fields are comparable in demand and in nothing else.
Levels also say nothing about volume on their own. That is what credit points are for. A level tells you how hard; credit tells you how much. A short course can be pitched at a high level and still represent a small amount of learning, which is exactly why some premium AI courses can accurately claim a respectable level while running for a single day.
Three questions to ask about any level claim
1. Does the level attach to this specific qualification?
Levels attach to qualifications, not to companies. A provider may hold approved-centre status for one product and sell several others that sit outside it. Being an approved centre and this course being a level 8 qualification are different sentences, and the second is the one you need. Check the course page, not the About page.
2. How many credit points?
Ask for the credit value alongside the level. A level with no credit figure is half a claim. If a provider cannot or will not state it, that tells you something.
3. Who is the awarding body?
If the answer is the company that sold you the course, the level claim needs to be traceable to the framework body own register, or it is a self-description. Our guide to self-awarded versus accredited certificates covers how to check.
Does the level affect your EU AI Act position?
No. There is no framework-level requirement anywhere in the AI Act, no accreditation requirement for AI literacy training, and no approved-provider list. The European Commission own AI literacy material states there is no need for a certificate at all. A level claim is about the credential value to you and to an employer — not about compliance. If a provider is linking the two, see our guide on whether you need an EU AI Act certificate.
Where levels genuinely matter
- Progression. If you intend to use the award as a stepping stone into further study, the level determines what it can articulate into.
- Employer recognition in regulated sectors. Some employers and public bodies specify minimum framework levels in role requirements.
- Cross-border portability. The EQF exists precisely so a qualification earned in one member state can be read in another. A level claim travels in a way a brand does not.
- Funding eligibility. Public funding schemes frequently reference framework levels directly.
If none of those apply to you, a level claim is a useful signal of seriousness and little more — and it should not carry a large price premium on its own.
Frequently asked questions
Is SCQF level 8 a degree?
No. SCQF level 8 maps to EQF level 5 (SQA, 2026), the band that includes HNDs and Irish NFQ level 6 awards. A bachelor degree sits at EQF level 6.
Is a higher level always better?
Not for every purpose. A level 5 course that is current, relevant and assessed can be worth more to your day job than a higher-level award in something adjacent.
How do I verify a level claim?
Search the framework body own database for the qualification title and the provider. If it is not there, the claim is not verifiable.
