California registers commercial tax preparers through the California Tax Education Council, known as CTEC. According to CTEC, a registered tax preparer must complete 20 hours of continuing education every year through a CTEC-approved provider, and for the 2026/2027 cycle the deadline to renew without a late fee is 31 October 2026. This guide covers the hour breakdown, the renewal window, the late period and what happens if you miss it. For the other US tax preparer programmes, see our tax preparer continuing education guide.

The 20-hour breakdown

CTEC splits the 20 annual hours into four subjects. Ten hours must be federal tax law, three must be federal tax law updates, two must be ethics and five must be California tax law. All 20 must come from a provider that CTEC has approved. Check that your provider is on CTEC's list before you pay.

How providers report your hours

CTEC says providers report your completed hours to CTEC electronically. It tells preparers to confirm that the provider has their correct CTEC ID, so that the hours are matched to the right person. Keep your own copy of every certificate anyway, as proof if a record is missing.

Completing the education does not renew you

CTEC states that completing your education does not automatically renew your registration. You still have to renew with CTEC, pay the registration fee and keep your bond in place. This catches people who finish their courses in September and assume the registration is done.

Renewal window and the late period

For the 2026/2027 cycle the renewal period opened on 1 August 2026, and CTEC says the deadline to renew without a late fee is 31 October 2026. Late renewals are accepted until 15 January. A preparer who has not renewed by then must start again as a new preparer, which includes the qualifying education and the background checks. CTEC's article does not state the amount of the late fee, so check the renewal page.

Taking next year's hours early

CTEC's tax preparer page says credits for the next cycle can begin on 1 November if your registration is active and the credits were not used for the current renewal. That lets you start next year's 20 hours in November instead of waiting for the new cycle.

Fees and the bond

CTEC lists a registration fee of $33 plus a $2 processing fee for the current cycle, and a $5,000 surety bond. One CTEC page shows the fee as $35, which is the same total. The fee on your renewal page is the amount to pay, so check it when you renew.

If you are new to registration

New applicants need 60 hours of qualifying education from a CTEC-approved provider before they register, and CTEC lists a $102 application fee. The 20 annual hours described above apply from the first renewal.

Other programmes you might also meet

A California registered preparer can also use CTEC education toward the IRS Annual Filing Season Program, because the IRS exempts active California state programme registrants from its refresher course, although they still need 15 hours. Our AFSP guide covers that route.

Finding courses that count

Learnsignal publishes accounting, tax, audit, ethics and finance courses in its CPD and CPE library. Before you pay for any course, check the awarding body's own rules on what it accepts, and keep the certificate and the course details. For CPA rules in California, see our California CPA CPE guide.
