IOSH vs NEBOSH: which course should you take?

IOSH and NEBOSH are often confused, but one is a membership body and the other an awarding body. Here is how the courses differ, who they suit and how they connect.

The short answer to IOSH vs NEBOSH is that they are not direct rivals. IOSH is a professional membership body that also puts its name to short awareness courses such as Working Safely and Managing Safely. NEBOSH is an awarding body whose qualifications are formally assessed. Choose IOSH courses to build workplace awareness quickly; choose NEBOSH when you want a recognised qualification to build a health and safety career on.

That distinction trips up a lot of people, so this guide explains what each organisation actually does, how the courses are assessed, who each suits and how the two connect. If you are already thinking about the top of the NEBOSH ladder, our guide to the NEBOSH Diploma and the route to CMIOSH goes into that in detail. For course-level detail, see our guides to IOSH Managing Safely and the NEBOSH National General Certificate.

What IOSH is and what it offers

According to IOSH (2026), it is a charity and occupational safety and health body, and describes its membership as a global community of 50,000 occupational safety and health professionals. Two things sit under the IOSH name, and it helps to keep them apart.

  • Membership. Professionals join at a grade that reflects their qualifications and experience, from Affiliate through Technical and Certified up towards Chartered.
  • Courses and qualifications. These include the awareness courses Working Safely and Managing Safely, and the IOSH Level 6 Diploma in Occupational Safety and Health Leadership and Management.

The awareness courses are delivered by approved training providers. IOSH states that Managing Safely is delivered through its network of approved training providers, with online or hybrid delivery available from some of them, and the same applies to Working Safely.

Working Safely

IOSH describes Working Safely as a one-day course for employees at all levels who want to build their awareness of workplace safety and health. No prior safety experience is needed. Successful delegates receive an IOSH Working Safely certificate, which can be verified online with IOSH. It suits anyone who needs a baseline understanding of hazards and responsibilities, whatever their sector.

Managing Safely

IOSH describes Managing Safely as designed for line managers and supervisors in any sector, and says no prior safety experience is required. The full course runs for three days according to IOSH, and cost varies by training provider, so request quotes rather than relying on a generic figure. Successful delegates receive a Managing Safely certificate. IOSH says the certificate does not expire, although it recommends a one-day refresher.

IOSH's course pages do not set out an exam format, so ask your chosen provider exactly how learning is checked before you book.

What NEBOSH is and what it offers

NEBOSH is an awarding body. Rather than running courses itself, it sets the syllabus and assessments, and Learning Partners deliver the teaching. NEBOSH groups its range into Awards, Certificates, Diplomas and Masters degrees. Awards are described as a perfect introduction to other NEBOSH qualifications, Certificates as an excellent foundation for managers, supervisors and people starting a health and safety career, and Diplomas as professional-level qualifications.

NEBOSH General Certificate

The NEBOSH National General Certificate in Occupational Health and Safety is aimed at managers, supervisors and anybody with health and safety management responsibilities, and at people starting out in the field. According to NEBOSH, it has two assessed parts: an open-book examination (GNC1), and a three-hour practical risk assessment (GNC2) in which learners develop an action plan for their workplace. NEBOSH states a minimum of 66 taught hours plus around 40 hours of private study and background reading. It is accredited at SCQF Level 6, which NEBOSH says is comparable to RQF Level 3 in England, Wales and Northern Ireland.

NEBOSH National Diploma

The NEBOSH Level 6 National Diploma for Occupational Health and Safety Management Professionals is rated by Ofqual at RQF Level 6. NEBOSH says it is assessed through three units (DN1, DN2 and DN3), using a workplace-based assignment and two scenario-based case studies rather than exams. There are no mandatory entry requirements, but NEBOSH strongly recommends the General Certificate first.

How the two connect

The connection is where most of the confusion comes from. IOSH membership is open to people who hold recognised qualifications, and NEBOSH qualifications are among the commonest routes in.

  • Affiliate and Technical. NEBOSH states that holders of the National General Certificate are entitled to Affiliate Membership (AIOSH) and that the qualification meets the academic requirements for Technical Membership (TechIOSH), given appropriate experience. IOSH says Technical membership requires a level 3 to level 5 occupational safety and health qualification, at least one year of practical health and safety experience and a commitment to CPD.
  • Certified. According to IOSH, Certified membership (CertIOSH) needs a level 6 health and safety qualification, such as the NEBOSH National Diploma, or an equivalent degree, plus at least two years of professional experience and evidence of CPD. IOSH's own Level 6 Diploma is also accepted.
  • Chartered. IOSH positions Certified as one step from Chartered membership (CMIOSH). Our CMIOSH progression guide covers that final stage.

Membership standards can change. NEBOSH notes that IOSH retains the right to change its membership standards, and that assessments must be taken in the UK to count towards IOSH membership (with an exception for learners registered with NEBOSH before 31 August 2022). Check iosh.com before you commit to a route.

Which should you choose?

Choose an IOSH awareness course if

  • Your employer needs staff or managers to have a recognised baseline in health and safety.
  • You are a line manager or supervisor and want practical, time-limited training rather than a full qualification.
  • You are not planning a career as a health and safety practitioner.

Choose a NEBOSH qualification if

  • You want a formally assessed qualification that carries weight with employers.
  • You are aiming at a health and safety officer, adviser or manager role.
  • You want your qualification to count towards IOSH membership at Technical or Certified grade.

You can do both. A manager might take Managing Safely to get started, then move on to the NEBOSH General Certificate when the role grows. Neither blocks the other.

Keeping your knowledge current

Whichever route you take, professional bodies expect ongoing learning, and IOSH membership grades require CPD. If you are building a record, Learnsignal's CPD hub is a good place to start.

Frequently asked questions

Is IOSH or NEBOSH better?

Neither is better in general, because they do different jobs. IOSH awareness courses give a short, practical grounding; NEBOSH qualifications are formally assessed and are a recognised route to IOSH membership. Match the choice to your role and career goals.

Do I need IOSH Managing Safely before a NEBOSH General Certificate?

No. NEBOSH's General Certificate is open to managers, supervisors and people starting out in health and safety. Managing Safely is not a prerequisite for it.

Does the NEBOSH General Certificate lead to IOSH membership?

According to NEBOSH, holders are entitled to Affiliate Membership, and the qualification meets the academic requirements for Technical Membership given appropriate experience. IOSH sets the final criteria, so confirm them with IOSH.

Which qualification do I need for Certified membership?

IOSH says you need a level 6 health and safety qualification, such as the NEBOSH National Diploma or the IOSH Level 6 Diploma, plus two years of professional experience and CPD.

Is the NEBOSH Diploma assessed by exam?

According to NEBOSH, the National Diploma is assessed through a workplace-based assignment and two scenario-based case studies, not exams.

Final thoughts

In the IOSH vs NEBOSH debate, the right answer depends on what you need the course to do. If you need working awareness quickly, an IOSH course delivered by an approved provider fits. If you want a formally assessed qualification and a clear path towards IOSH membership, NEBOSH is the stronger foundation. Check the current requirements on iosh.com and nebosh.org.uk, then pick the route that matches your role today and the one you want next.
